AIMS & OBJECTIVES: The aim and objectives of the Offshore Crane Operator Level III Over Side Competence Assessment are to establish that the delegate has the required underpinning knowledge, understanding and practical skills to fulfill the role of Level III Offshore Crane Operator safely and effectively. ASSESSMENT UNITS: The assessment criteria comprise of four Units involving both Performance Criteria and Underpinning Knowledge and Understanding Criteria. The lifting operations must be planned workplace crane lifting operations (complete with risk assessments and lifting plans) that tests the delegate against the Unit criteria specified. Note: Risk assessments and lifting plans must be approved by a *competent person” (i.e.) a Certified Lift Planner. The four unit are: Unit 1: Planning the Lifting Operation Unit Scope: This unit is about the planning and organizing of crane lifting operations in compliance with agreed procedures and statutory requirements. Performance Criteria The candidate must demonstrate the following: • Work to a prepared lifting plan and risk assessment • Contribute to a toolbox talk, to include discussing the crane lifting operations with the banksman and slingers Underpinning Knowledge and Understanding Criteria The candidate must know and understand the following: • The roles and responsibilities of key personnel involved in the offshore crane lifting operation • The unsafe areas and unsafe positions for personnel when undertaking crane lifting operations • How to interpret the requirements of the lifting plan and risk assessment • How to check the suitability of laydown areas for the load being lifted Unit 2: Checks to be undertaken on the Crane Unit Scope: This Unit is about the offshore crane pre-start, pre-operational and the operational function tests that an offshore crane operator must undertake. Performance Criteria The candidate must demonstrate the following: • Conduct pre-start checks on the crane • Conduct pre-operational checks on the crane • Set up the crane for over side lifts – as applicable to offshore structure type • Conduct operational and functional tests on the crane Underpinning Knowledge and Understanding Criteria The candidate must know and understand the following: • Pre-start checks to be undertaken for the offshore crane • Pre-operational checks to be undertaken for the offshore crane • Operational and functional tests to be undertaken for the offshore crane • Correct spooling and anchorage of ropes on drums • How to inspect crane pennants, slings and hooks • How to set up the particular crane for over side lifts applicable to the offshore structure type (ie) RCI, crane pennant, depth indicator, constant tension and active heave compensation • How to interpret RCI data on the offshore crane • The function of gross overload protection systems and how they are activated Unit 3: Undertaking Crane Lifting Operations Unit Scope: This Unit is about operating a crane in a safe and correct manner whilst undertaking lifting operations. Performance Criteria The candidate must demonstrate the following: • Lift, transfer and place the specified loads whilst undertaking the lifting operations detailed below (Crane lifting operations to be assessed) - all within the safe working capacity of the crane • Operate the crane following the planned load path avoiding proximity hazards and deck hazards • Correctly centering the hook over the load • Apply safe operating techniques, to include: slew/swing control, height judgment, and crane controls coordination • Apply correct height/distance judgment techniques • For supply boat operations on fixed and floating structures only: applying good techniques in picking up and landing loads from or onto a moving vessel deck. For subsea lifts to and from vessels only: apply good control of: • The load through the splash zone • Uplifting load from the seabed • Positioning a load at the stand-off position and then onto the sea bed Simultaneously operate at least three crane control functions whilst raising or lowering the load (if the crane has three function capability). Correctly respond to the banksman’s hand signals and radio instructions. Unit 4: Correctly Respond to Crane Malfunctions and Alarms Unit Scope: This Unit is about the Offshore Crane Operator correctly responding to typical crane malfunctions and alarms. To successfully complete this unit, the delegate must demonstrate the correct response to all the requirements listed below, where practicable. Where not practicable, the assessor will question the Offshore Crane Operator Level III delegate on how he/she would respond and actions to take if confronted with the following crane malfunctions and alarm Crane Malfunctions • Diesel engine/Hydraulic failure • Uncontrolled descent of the load • Boom is falling Load Malfunctions • Slings break • Load shifts • Load / Hook snagged Control Malfunctions • Lock hoist joystick at current setting • PLC failure: joysticks reversed • PLC low voltage: crane moves by itself • Limit switch failure Alarms • Low lube oil pressure • High coolant temperature • High hydraulic oil temperature • 90%, 100% and 110% of SWL PERFORMANCE EVALUATION: The Offshore Crane Operator Level III Over Side delegates shall be assessed against the performance & underpinning knowledge and understanding criteria specified in the units. The knowledge assessment comprises of a written theory test. The written test shall be a “closed book” and a pass mark of 80% must be attained. The practical assessment requires the assessor to observe the delegates perform the specified tasks to the required standard Important: Level III delegates cannot progress to the practical Level III Assessment until they have successfully completed the written theory test. CERTIFICATION: Delegates successfully meeting the Offshore Crane Operator Level III Over Side competence assessment requirements will be awarded a BSJV Offshore Crane Operator Level III Over Side Certificate of Competence. Note: This certificate deems the delegate competent to undertake unsupervised over side offshore crane lifting operations.
