AIMS & OBJECTIVES: The aim and objectives of the Offshore Crane Operator Level II Deck Lift Competence Assessment are to establish that the candidate has the required underpinning knowledge, understanding and practical skills to fulfill the role of Level II Offshore Crane Operator safely and effectively. Note: Level II Offshore Crane Operator Competency involves inboard (deck lifts) only (ie) not over - side, supply boats or sub - sea activities ASSESSMENT UNITS: The assessment criteria comprise of four Units involving both Performance Criteria and Underpinning Knowledge and Understanding Criteria. The four unit are: Unit 1: Regulations and Safe System of Work Unit Unit Scope: This unit is about the planning and organizing of crane lifting operations in compliance with agreed procedures and statutory requirements. Performance Criteria The candidate must demonstrate the following: • Work to a prepared lifting plan and risk assessment • Contribute to a toolbox talk, to include discussing the crane lifting operations with the banksman and slinger Underpinning Knowledge and Understanding Criteria: The candidate must know and understand the following: • The roles and responsibilities of key personnel involved in an offshore crane lifting operation • The main requirements of the legislation that applies to offshore crane lifting operations • The key components of a safe system of work for crane lifting operations and the typical documents that would be required • Typical hazards associated with offshore crane lifting operations • The typical unsafe areas and unsafe positions for personnel when undertaking crane lifting operations • How to check the suitability of laydown areas for the crane load Unit 2: Checks to be undertaken on the Crane Unit Scope: This Unit is about the pre-start, pre-operational and the operational function tests that an offshore crane operator must undertake. Performance Criteria The candidate must demonstrate the following: • Conduct pre-start checks on the crane • Conduct pre-operational checks on the crane • Conduct operational and functional tests on the crane Underpinning Knowledge and Understanding Criteria The candidate must know and understand the following: • The main components of a typical offshore crane, where they are located and their principal functions • Typical pre-start checks to be undertaken for an offshore crane • Typical pre-operational checks to be undertaken for an offshore crane • Operational and functional tests to be undertaken for an offshore crane. • The basic construction of crane wire ropes • The maintenance and inspection that must be undertaken on crane wire ropes • The discard criteria for wire ropes and slings • Correct spooling and anchorage of ropes on drums • How to inspect crane pennants, slings and hooks • How the tension in slings changes with the angle of the sling • The purpose of boom, hoist and slew limiting systems Unit 3: Undertaking Crane Lifting Operations Unit Scope: This Unit is about operating a crane in a safe and correct manner whilst undertaking a range of lifting operations using different types of loads. It also includes implementing correct shut down procedures and making the crane safe following a simulated installation emergency alarm. Performance Criteria The candidate must demonstrate the following: • Lift, transfer and place the specified loads whilst undertaking the different types of lifting operations detailed in List ‘A’ below - all within the safe working capacity of the crane • Operate the crane following the planned load path avoiding proximity hazards and ground hazards • Correctly centering the hook over the load • Apply safe operating techniques, to include: slew/swing control, height judgment, and crane controls coordination. • Apply correct height/distance judgment techniques • Simultaneously operate at least two crane control functions whilst raising or lowering the load • Correctly responded to the banksman’s hand signals and radio instructions • Correctly implement shutdown procedures and making the crane safe following a simulated installation emergency alarm • Conduct a lift using the crane’s main block List A: Load Types Each load type must be lifted separately (ie) the different load criteria specified below, cannot be combined in any one lift. • Lifting a load to a confined or restricted area • Lifting a load from a confined or restricted area • Lifting a load with an offset centre of gravity • Blind lift • Lift involving a load with a large surface area • Lifting a long load (>10m) • Lifting a tubular bundle • Lifting a Cargo Carrying Unit (CCU) Underpinning Knowledge and Understanding Criteria The candidate must know and understand the following: • The basic principles of crane stability and configuration • The principals of sling selection • Safe operating techniques to be employed • The typical safety devices on a crane • The safe working load of a crane • Working load limit applicable to slings • How dynamic loading can be applied to the crane and its effects • The purpose of crane load charts • How to use crane load charts Unit 3: Correctly Respond to Crane Malfunctions and Alarms Unit Scope: This Unit is about the offshore crane operator correctly responding to typical crane malfunctions and alarms. To successfully complete this unit the delegate must demonstrate the correct response to all the requirements listed below, where practicable. Where not practicable, the delegate must demonstrate knowledge & understanding of the correct response to all the requirements listed below. Crane Malfunctions • Diesel engine/Hydraulic failure • Uncontrolled descent of the load • Boom is falling Load Malfunctions • Slings break • Load shifts • Load / Hook snagged Control Malfunctions • Lock hoist joystick at current setting • PLC failure: joysticks reversed • PLC low voltage: crane moves by itself • Limit switch failure Alarms • Low lube oil pressure • High coolant temperature • High hydraulic oil temperature • 90%, 100% and 110% of SWL PERFORMANCE EVALUATION: The Offshore Crane Operator Level II Deck Lift delegates shall be assessed against the performance & underpinning knowledge and understanding criteria specified in the units. The knowledge assessment comprises of a written theory test. The written test shall be a “closed book” and a pass mark of 80% must be attained. The practical assessment requires the assessor to observe the delegates perform the specified tasks to the required standard Important: Level II delegates cannot progress to the Level II Deck Lift Practical Assessment until they have successfully completed the written theory test. CERTIFICATION: Delegates successfully meeting the Offshore Crane Operator Level II Deck Lift assessment requirements shall be awarded a BSJV Offshore Crane Operator Level II Deck Lift Certificate of Competence. Note: This certificate deems the delegate competent to undertake unsupervised inboard (deck) crane lifting operations only.
