AIMS & OBJECTIVES: The aim of the Rigger Level II competence assessment is to equip the delegate with the knowledge, understanding and practical skills to fulfill the role of Rigger safely and effectively. Competence Assessment The Unit comprises both Performance Criteria and Underpinning Knowledge Criteria. There is one competence unit containing two elements for the Level 2 practical assessment. Element 1.1 Plan and prepare for lifting and moving of loads • Performance The delegate must demonstrate the following: o Identify potential hazards associated with the lifting operation o Implement control measures to address the identified hazards o Plan the route for lifting and moving the load to minimize any risk to personnel and surroundings o Ensure the load is accurately assessed for approximate weight, incorporating an adequate safety factor o Communicate, discuss and ensure understanding of the prepared lifting plan and risk assessment with the lifting team o Communicate, discuss and agree with appropriate personnel, actions to take relating to the lifting operation in the event of an emergency o Inform the relevant personnel of the lifting operation and identify any potential disruption to operations o Obtain the resources identified in the lifting plan required to move the load, following relevant rigging loft procedures o Ensure the lifting equipment and lifting accessories are free of obvious defects, and certification is current o Carry out pre-use inspection of lifting equipment and lifting accessories o Prepare the load according to specified requirements of the lifting plan o Protect the load from possible damage during the lifting operation.  Attach the lifting accessories to the load using industry best practice o Determine the centre of gravity of a load that has an offset centre of gravity o Install and position the lifting equipment for balanced weight distribution o Ensure appropriate barriers are installed at appropriate areas • Underpinning Knowledge The delegate must be able to demonstrate that they know and understand: o The employer’s responsibilities under Lifting Operations and Lifting Equipment Regulations o The hazards associated with a lifting operation o The purpose of a risk assessment and lifting plan o The approved procedures and practices in the context of the operations, the work activity and the workplace o How to determine the weight of loads o The relevant roles of personnel involved in lifting operations, and typical reporting lines o How to identify areas near the load where it is unsafe to stand o Load movement route planning methods and techniques o Areas of the installation/site which need special consideration if a load needs to be landed near or passes close to those areas o Rigging principles, SWL, SLL and angles of lift.  Why lifting equipment and lifting accessories are marked (ie) SWL and WLL o Pre-use inspections of lifting equipment and lifting accessories o Considerations to ensure load stability, security and weight distribution o The types of faults that are possible with lifting equipment and lifting accessories o The key information to be included in handovers during lifting operations o Types of lifting accessories o The purpose of a rigging loft and the quarantine system o How to take into account dynamic factors. Element 1.2 Lifting, moving, lowering and landing of a load. • Performance The delegate must demonstrate the following: o Give clear instruction to the lifting team before and during the moving of the load o Use the identified method of communications derived from the risk assessment, lifting plan and permit-towork, and comply with signaling protocols agreed within the lifting team, or company-specific protocols o Progressively apply force/tension to the load via the attached lifting equipment, until the weight of the load is fully taken up o Confirm the load security before raising to the minimum height required for moving o Maintain load security and stability throughout transportation of the load o Take adequate precautions to maintain the safety of personnel and surroundings during the moving of the load o Correctly position the load in the intended location and progressively remove the lifting equipment force/tension, safely disconnect the load from the lifting equipment and force the lifting accessories o Work effectively as part of a team o Comply with relevant health and safety legislation and guidelines at all time. • Underpinning Knowledge The delegate must be able to demonstrate that they know and understand: o The capabilities and limitations of lifting equipment and lifting accessories o What to do when the lifting/rigging operation requires a deviation from the lifting plan (this must be ascertained by the assessor during the assessment at the lift site) o Post-use inspections on lifting equipment and lifting accessories o How to identify and report defective lifting equipment, lifting accessories and associated materials o How to correctly store various items of lifting equipment and lifting accessories o How to restore the worksite and return lifting equipment and lifting accessories to the required location o How to conduct post – work debriefings Note: o The Lift Plans and risk assessments prepared by the training provider for his assessment must be reviewed and approved by the Competent Person of the training provider (Certified Rigger Level II and Lift Planner). • Each delegate shall be expected to lead two lifting operations and assist with two lifting operations. • Each lifting operation shall be of approximately one and a half hours duration and include rigging activities. The lifting operations shall be: • Taken from a bank of lifting exercises (complete with risk assessments and lifting plans) - prepared in advance by the assessment Centre. • When leading the lifting operation, the delegate is expected to brief the team (toolbox talk), allocate tasks and give clear instructions.

Pre-requisites: • A valid BSJV Rigger Level 1 Training Certificate; • Evidence that he/she is physically fit (mandatory); • A fully completed and valid Logbook based on the Rigger Level I Supervised Workplace Experience requirements; or; • A formal letter from the delegate’s employer stating that the delegate has experience of the Rigger Level 1 lifting experience logbook criteria but has no evidence as such. This letter shall allow the delegate to undertake the Rigger 1 Underpinning Knowledge questionnaire. If a pass mark of 80% is attained the delegate shall be eligible to be assessed against the Rigger 2 assessment criteria. If the pass mark of 80% is not attained the delegate must comply with Rigger Level I requirements.
